Can you get a tan if it is reeeally windy but sunny?

It is really sunny out and i decided to go sit out, but it is reeealllyyy windy so its reeeally cold, i even have those goosebump things. When the wind stops though it is really hot :( Am i wasting my time sitting out because of the coldness or will i still get a tan?
